Leyla Bramlet of Union Hill High School proudly represented Upshur-Rural Electric Cooperative Corporation (URECC) on the 2026 Texas Electric Cooperatives’ Government-in-Action Youth Tour.
Leyla joined 145 other outstanding Texas high school students for what many participants describe as the “trip of a lifetime.” The annual Youth Tour offers students a unique opportunity to experience both the Texas state capital and the nation’s capital while gaining a deeper understanding of government, leadership, and civic engagement.
The journey begins in Austin, where delegates meet fellow students from across the state and participate in leadership activities. The following day, the group departs for Washington, D.C., where students spend several days exploring the nation’s capital.
During their time in Washington, delegates tour historic landmarks and national monuments, meet with elected officials, learn about the legislative process, and build lasting friendships with peers from across Texas. The experience provides students with an unforgettable opportunity to broaden their perspectives and develop leadership skills that will benefit them for years to come.
“Leyla is a fantastic young lady,” said Chad Wade, URECC Security and Facilities Specialist. “We know she experienced tremendous personal growth through this program and formed friendships that will last a lifetime. We are proud that Leyla served as URECC’s 2026 Youth Tour delegate.”
The Government-in-Action Youth Tour is an all-expense-paid trip for qualifying high school students from rural communities served by electric cooperatives. Local cooperatives sponsor students, while Texas Electric Cooperatives and the National Rural Electric Cooperative Association coordinate the program.
Inspired by President Lyndon B. Johnson’s vision of educating young people about government and civic responsibility, Texas electric cooperatives have sponsored students on the Youth Tour since 1965. Each year, Texas delegates join hundreds of students from across the nation for a nine-day experience that includes meetings with members of Congress, educational programs, and visits to some of the country’s most significant historic sites.
Since Texas electric cooperatives sent their first Youth Tour delegation to Washington, D.C., in 1965, more than 4,400 Texas students have participated in the program. For many, the Youth Tour remains an unforgettable experience that expands their understanding of leadership, government, and the world around them.
