Eligible entrants must:

Be a high school Junior.

Be a dependent of an Upshur Rural EC member with permanent resident status in the co-op’s service area or attend a school served by the co-op.

Submit a COMPLETED application and 2 recommendation letters.
Applications must arrive at Upshur Rural EC by February 17th, 2025. They can be submitted by online email, in person at our office, or by mail.

Since their founding more than 80 years ago, Texas’ electric cooperatives have been committed to empowering the communities they serve. Of course, that mission includes providing electricity, but it’s so much more than that. Co-ops not only power homes and businesses across rural and suburban Texas but also invest time, energy, and compassion into improving their members’ quality of life.
That means investing in our young people—the leaders of tomorrow. And one of the main ways Upshur Rural Electric Cooperative works to empower local youths is through the Government-in-Action Youth Tour, a weeklong, guided trip to Austin and Washington, D.C.
Texas electric cooperatives sent their first Youth Tour delegation to Washington in 1965. The group of 58 deserving teens joined their peers from across Co-op Country to explore the capital, meet with their congressional representatives to discuss important issues, and broaden their view of the world. Since then, more than 4,400 Texas students have gone on the unforgettable trip.

Para los estudiantes de secundaria que crecen en las zonas rurales de Texas, visitar un lugar como Washington, DC, puede parecer un sueño lejano. Pero cada año, más de 100 de estos estudiantes tienen la oportunidad de viajar a la capital para realizar un recorrido intensivo de una semana, y no les cuesta ni un centavo.
En junio, la Gira Juvenil del Gobierno en Acción, patrocinada por las cooperativas eléctricas del estado en conjunto con las Cooperativas Eléctricas de Texas y la Asociación Cooperativa Eléctrica Rural Nacional, envía a estudiantes selectos en un viaje con todos los gastos pagados a la capital del país. En Washington, los participantes de la gira pueden ver con sus propios ojos lugares que tal vez solo hayan experimentado en libros de historia o en televisión.
Además de visitar monumentos, museos y sitios históricos que serían parte de cualquier recorrido estándar por la capital, los estudiantes también cumplen la ambición del entonces senador estadounidense Lyndon Johnson, quien inspiró el Tour de la Juventud con su deseo expresado en 1957 de a los jóvenes para "ver realmente lo que representa y representa la bandera".
Los participantes del Tour pueden conocer a sus miembros del Congreso, escuchar a oradores inspiradores e interactuar con otros participantes del Youth Tour de todo el país. Los estudiantes de Texas también tienen la oportunidad de participar en la ceremonia de colocación de coronas en el Cementerio Nacional de Arlington, ver el Sunset Parade en el Marine Corps War Memorial, y visitar la Corte Suprema, las cámaras del Senado y la Cámara de Representantes de los EE. UU. Y la Biblioteca de Congreso.
Después de la intensa semana en movimiento — viajando, comiendo y haciendo giras juntos — muchos de los participantes del Youth Tour forman amistades rápidas que continúan después de regresar a casa. Inspirados por su viaje, algunos exalumnos del Youth Tour se han incorporado al servicio público. Y casi para una persona, los que han realizado el Tour de la Juventud lo han llamado "el viaje de su vida".
